Shaping Chennai's Face

The above excerpts from Anand Patwardhan’s documentary cinema, "A Narmada Diary" (1995) express aspects of the complex situation of development and the life of an indigenous people of India. This situation is now being repeated with the urban development in the southern metropolis Chennai, as many members of a traditional fishing population along the beach have been evacuated from the land on which they have been living for generations, in the name of their own safety and the city's development. 

Many community members have been promised access to flats in the new buildings.  Many others have accepted offers to be relocated in distant places.

Nonetheless, the situation has led to a clash of interests between some members of the traditional communities, and the people who are facilitating the changes. If the fishermen and the sea would no longer be together -- if the sea-fishing communities would disappear -- what would this do to the identity, to the soul, of Chennai? What will replace the neighborhoods that are being demolished? Are there any ways to preserve and uphold the traditions, while also undertaking development?

What is occurring now will define the face of Chennai for decades to come. The Marina Beach area forms the eastern boundary of the city, and is of great importance in determining the direction of the city's development. Do we want Chennai to look similar to many other beaches around the world, which are full of commercialized activities such as luxury hotels and upscale shopping malls?  Or, do we want our Beach to have a unique and harmonious combination of tradition and development? If a combination might be desired -- What are some ways such a combination could be achieved? These are matters that deserve some serious thought and discussion by the general citizenry of Chennai, not just by a few individuals behind closed doors.

"ஏன் சிலர் அதிகமான ஆதாயத்தையும் நாம் தோல்வியையும் அடைகிறோம் என்று அவர்களால் விளக்க முடியுமா? நமக்கும் உரிமை இருக்கிறது - நாம் இங்கு வாழ்ந்து வருகிறோம்! இந்த மண்ணை பல தலைமுறைகளாக நாம் காத்து வருகிறோம். நாம் ஏன் இங்கிருந்து செல்ல வேண்டும்? நமக்கு வாழ உரிமை இல்லையா?"

ஆனந்த் பட்வர்தனின் " அ நர்மதா டயரி" (1995) என்ற ஆவணப்படத்தில் இருந்து எடுக்கப்பட்ட இந்த வரிகள், இந்திய மண்ணின் சொந்த மக்களின் வாழ்கையையும், முரண்பட்ட சூழ்நிலையையும் விளக்கும் வகையில் அமைந்துள்ளது. தற்போது சென்னையின் கடற்கரையை வளர்க்கும் பெயரில் அங்கு பல தலைமுறைகளாக வாழ்ந்து வரும் மீனவ மக்களை அங்கிருந்து வெளியேற்றும் போது அதே சூழ்நிலை மீண்டும் உருவாகி உள்ளது. இது அங்கு வாழும் பாரம்பரிய சமூகத்தினருக்கும் இந்த வளர்ச்சியால் பயன் பெற போகும் பொது ஜனங்களுக்கும் ஒரு மோதலை ஏற்படுத்த வாய்ப்புள்ளது. சிலர் அந்த இடத்தை விட்டு செல்ல வேண்டி வரும். கடலும் மீனவர்களும் அருகருகில் இல்லாதது ஒரு சமநிலையை பாதிக்குமா? இப்போது இடிக்கப்படும் இடத்தில் என்ன கட்டிடம் வரபோகிறது? வளர்ச்சி நடைபெறும் அதே வேளையில் கலாசாரத்தையும் பாதுகாக்க எதாவது வழி இருக்கிறதா? இப்போது நடைபெறும் மாற்றம் தான் வரும் ஆண்டுகளில் சென்னையின் முகமாக விளங்க போகிறது.இந்த கடற்கரையின் வளர்ச்சி சென்னையின் வளர்ச்சியில் ஒரு முக்கிய பங்கு வகிக்கும். உலகின் பல புகழ்பெற்ற கடற்கரைகளை போல் மெரினாவும் வணிக கட்டிடங்களும், தாங்கும் விடுதியுமாக காட்சியளிக்க வேண்டுமா அல்லது  அங்கு வாழும் மீனவ சமுதாயத்தின் கலாசார அடையாளங்களை தாங்கி நிற்க வேண்டுமா என்பதை நாம் சிந்திக்க வேண்டும்.
