Development that Excludes Natives?

The development along the beach is certainly going to change the face of Chennai’s coast line. How is this development going to be experienced by different people? For members of the fishing community, it seems mostly to be about the loss of their habitat. For the corporates and government officials, it seems mostly to be about making the seashore full of fancy buildings and commercial outlets. For onlookers, it is just another change.

As a journalism student, I feel called upon to help protect the rights of the fishing communities who have been living there for thousands of years. In a country like India, where one can find numerous culturally-rich communities, I feel the Government should not evacuate huge numbers of community members in the name of development. Hence I would like to help find ways by which the beach area could look beautiful and developed, with the cultural traditions of the fishing community intact.

I would like to research about other countries where beaches are developed without dissolving the native communities living there.

If development is going to occur in the stretch between Nochikkupam and Srinivasapuram, questions to be asked include: What kind of buildings are going to come? What kind of protections against the rising sea might there be for people living in this area? How is the Government planning to facilitate this protection?

சென்னையின் கடலோரத்தில் நடந்து வரும் வளர்ச்சியானது இன்னும் சில வருடங்களில் சென்னையின் கடலோர முகத்தையே மாற்ற கூடியதாக அமையபோகிறது. இந்த மாற்றம் பல தரபட்ட மக்களுக்கு எவ்வாறு அமைய போகிறது? மீனவ சமுதயதினருக்கு இது ஒரு வாழ்வாதாரம் சார்ந்த பிரச்சனை, அரசாங்கத்திற்கும், பேரு நிறுவனங்களுக்கும் இது கடலோரத்தை ஆடம்பரமான கட்டிடங்களாலும் வணிக நிலையங்களாலும் அழகு படுத்தும் முயற்சி, மற்ற பார்வையாளர்களுக்கோ இது மற்றுமொரு மாற்றம். ஆயிரமாயிரம் ஆண்டுகளாக இந்த கடலோர மண்ணில் வாழ்ந்து வரும் மக்களின் உரிமையை பாதுகாப்படவேண்டும் என்பதே ஒரு இதழியல் மாணவியாக என்னுடைய கருத்து. கலாசாரத்தில் சிறந்த பல சமூகங்கள் உள்ள இந்தியா போன்ற நாட்டில் வளர்ச்சி என்ற பேரில் அரசாங்கம் ஒரு சமூகத்தையே அவர்களின் வாழ்வாதாரத்தை விட்டு வெளியேற்றுவது சரியாகாது. எனவே கடலோரத்தின் அழகை கூட்டும் அதே நேரத்தில் இந்த மீனவ சமுதாயத்தின் கலாசாரம் பண்பாடு சார்ந்த அடையாளங்களும் அழிக்கபாடாமல் இருக்க வழியை நான் ஆராய விரும்புகிறேன். இதே போல மற்ற நாடுகளில் பாரம்பரிய சிறப்புகளுடன் விளங்கும் கடலோரங்களையும் என் ஆராய்ச்சியில் நான் எடுத்துகாட்டாக எடுத்துக்கொள்ள விரும்புகிறேன்.  நொச்சிகுப்பதிர்கும் ஸ்ரீனிவசபுரதிற்கும் இடையே வளர்ச்சிக்கான வேலைகள் நடைபெறுமேயானால், எந்த மாதிரி கட்டிடங்கள் வரும்? அங்கு வாழப்போகும் மக்களுக்கு வருங்காலங்களில் வருக்கூடிய வெள்ளத்தில் இருந்து அரசாங்கம் எவ்வாறு பாதுகாக்க போகிறது?
