In the Nochikuppam area, the apartment buildings for community members were planned and built after various political difficulties. A first question is, "Are flats being rented to all of the deserving community members?" Some community members are answering "No" to this question, and the following are some of the reasons one hears for this opinion -

1. The flats are being occupied mostly by supporters and members of the ruling party. 
2. Some opposition party people, through their connections with ruling party people, are unfairly occupying flats.
3. People with money and power have gotten most of the flats.
4. Racial and religious discrimination have affected who has received access to flats.
5. Some Government officials and business people have received access to flats unfairly.
6. The Government has not built enough flats.
7. Fishermen without ration cards didn’t get the flats because of the rule that only families with ration cards could get flats.
8. Some fishermen who received access to flats are renting them to others illegally, and are living in nearby huts.
9. With extended families, the flats are not big enough, so there is need to use both the flat and a nearby hut.
10. Only very few fishermen were able to fight for their rights against money and power, and were able to get access to flats. 

'தகுந்தன தப்பி பிழைக்கும்'  (நொச்சி குப்பம்)

சென்னை, நொச்சிக்குப்பம் பகுதியில்  மீனவ குடும்பங்களுக்கு தமிழக அரசால் அடுக்குமாடி குடியிருப்பு கட்டி முடிக்க திட்டமிடப்பட்டு பல அரசியல் இடற்பாடு பிரச்னைகளை கடந்து அரசு அடுக்ககம் கட்டி முடிக்கப்பட்டது .

அடுக்குமாடி குடியிருப்புகள் அதன் பயனாளிகளான மீனவர்களுக்கு கிடைத்துள்ளதா ? என்பது என்  முதல் கேள்வி . கிடைத்துள்ளது எனில் 100 சதவீதம் பயனாளிகளை சென்று அடைந்துள்ளதா ? என்பது என் இரண்டாவது கேள்வி . இல்லை எனில் எந்த காரணத்திற்காக சென்றடையவில்லை என்பதை தேடி என் ஆய்வை தொடங்க உள்ளேன். மேலும் மீனவ பயனாளிகள் முழுமைக்கும் அரசு அடுக்குமாடி வீடுகள் சென்றடையாமல் இருப்பதற்கு சிலர் கூறும் கூற்றுகளை இங்கே காணலாம். 

1.அரசின் குடியிருப்பு வீடுகளை பெரும்பாலும் ஆளும் கட்சியினர் ஆக்கிரமித்துள்ளனர்.

2.ஆளும் கட்சியினர் மட்டுமில்லாது எதிர்கட்சியை சார்ந்தவர்களும் ஆளும்கட்சியினரிடையே  மறைமுக தொடர்பு கொண்டு அரசின் குடியிருப்புகளை ஆக்கிரமித்துள்ளனர்.

3.நொச்சிக்குப்ப பகுதியில் உள்ள அதிகார,ஆள்பலம் பெற்றவர்கள் அரசின் குடியிருப்பு வீடுகளை பெற கடினம் ஏதும் இருப்பது இல்லை.

4.சாதி,மத ரீதியிலான நபர்களுக்கு வீடுகளை ஒதுக்குவதில் பாரபட்சம் பார்க்கப்படுகிறது.(மறைமுகமாக)

5.அரசு அதிகாரிகள்,தொழிலதிபர்கள்  போன்றோர் அரசின் குடியிருப்பு வீடுகளை பெற்று அதனை உள் வாடகைக்கு விடுகின்றனர்.

6.பயனாளிகளுக்கு நுறு வீடுகள் தேவை எனில் அரசு அறுபது சதவீத வீடுகளையே ஒதுக்குகிறது.

7.குடும்ப அட்டை உள்ளவர்களுக்கு மட்டுமே வீடுகள் என்பதால் குடும்ப அட்டை இல்லாத மீனவர்களுக்கு அரசின் வீடுகள் கிடைப்பது இல்லை.

8.மீனவ பயனாளிகளுக்கு கிடைக்கும் வீடுகளை அவர்கள் உள் வாடகைக்கு விட்டு விட்டு மீண்டும் தனது குடிசை பகுதிக்கே சென்று விடுகின்றனர்.

9.குடும்பம் பெருகுவதால் அரசின் குடியிருப்பு போதுமானதாக இல்லாததால் பழைய குடிசை வீட்டிலும் இருக்க வேண்டி இருக்கிறது.

10.`தகுந்தன தப்பி பிழைக்கும் ` என்ற கோட்பாட்டின்படி மீனவர்களுக்கு வீடுகள் கிடைக்கின்றன. அதாவது உடல்,மன,பண பலம் பொருந்தி,முந்தி சென்று தங்களின் உரிமையை நிலைநாட்ட போராடும் சில மீனவ பயனாளிகளே பத்தில் ஒன்று என்ற கணக்கில் அரசின் குடியிருப்பை பெற்று வெற்றி பெருகிறார்கள்.(பிழைக்கிறார்கள் )

மேற்கண்ட கூற்றுகள்(assumtion) அனைத்தையும் நான் ஆராயப்பட வேண்டியவை .இத்தகைய கூற்றுகளை  நான் என் ஆராய்ச்சி போக்கிற்கான வழிகளாக கொண்டு உள்ளேன் .மேலே குறிப்பிட்ட பத்து வழிகளிலும் ஆராய்ந்து என் ஆராய்ச்சியின் முடிவை அளிக்கிறேன்.
